Yahweh-God refuses the resignation of Moses as Israel's leader and instead instructs him to recommend 70 men as elders to assist in leadership duties. True to his promise, the LORD directs migrating quail to the Israelite camp with a divine wind, but strikes the complainers with a severe plague that kills many.
